Mortuary Science Board Meeting

The Board of Examiners in Mortuary Science met on Thursday, October 8, 2015 at 10:00 a.m. in the Ottawa Building downtown Lansing at the offices of LARA Bureau of Professional Licensing and took the following actions:

The Board heard a petition from Arthur McNabb asking for the board’s reconsideration of the Department’s decision denying his request for re-licensure. Mr. McNabb’s license was revoked on November 7, 2008 for failing to demonstrate good moral character (MCL 339.604(d)) as a result of a 2006 conviction for third degree criminal sexual conduct. After much discussion, many questions, and deliberation, the board unanimously voted to authorize the Department to reinstate his license.

The Board received hearing reports for Walter V. Skupny, Jr. and the Walter Scott Skupny Funeral Home of Roseville, for failing to file annual pre-paid funeral contract reports certified by a certified public accountant. The board voted for sanctions against Mr. Walter V. Skupny Jr. in the amount of $2,500 to be paid within 120 days or his license will be revoked and against Walter Scott Skupny Funeral Home in the amount of $7,500 to be paid within 120 days or the license will be suspended.  The board also directed the Department to confirm the 2014 report has been filed or suspend the establishment license (in accordance with Michigan statutes).

The Board also discussed and accepted a listing of suggested minimum sanctions to use as a guideline for future disciplinary actions; however, it was noted that each case is unique and requires individual attention (see attached).

Lastly, the Board elected the following officers for 2016:

Chairman: Rodney Wakeman, Wakeman Funeral Home, Saginaw
Vice-Chair: Mark Ransford, Ransford Collon Funeral & Cremation Services, Caro
The meeting schedule established for 2016 is April 21st and October 20th at 10:00 a.m in conference room 4 of the Ottawa Building downtown Lansing.
